Summary
Calvert County’s transportation planning focuses on creating a safe, efficient, and sustainable roadway network. As a predominantly rural county experiencing increased growth pressures, Calvert must carefully balance infrastructure expansion and maintenance with the preservation of its natural and historical character.
Key priorities
- Improving roadway safety and capacity, especially along MD 2/4, in the Prince Frederick Town Center and on MD 231.
- Advancing active transportation, with ongoing investments in pedestrian and bicycle infrastructure in the town centers and along key corridors.
- Supporting land use goals, ensuring transportation investments align with the Calvert County Comprehensive Plan.
- Building resilience and promoting equity, by addressing climate risks, managing stormwater impacts, and improving safe access for all residents, including seniors and low-income populations.
- Enhancing public transit options and services, to include expanding the Calvert County Public Transportation system, improving regional connections, and constructing a Transit Transfer Station to increase rider accessibility and convenience.
Transportation planning in Calvert County is a collaborative, regionally coordinated effort with key partners such as the Maryland Department of Transportation (MDOT), the Tri-County Council for Southern Maryland, and the Calvert-St. Mary’s Metropolitan Planning Organization. This coordinated strategy ensures policy alignment, shared priorities, and strong regional relationships.

Vision from Calvert County Comprehensive Plan
Our highways are safe with only moderate congestion and transit is readily available. Walking and bicycling are practical alternatives within and in close proximity of Town Centers.
The Board of County Commissioners voted to adopt the February 2020 Draft Transportation Plan with amendments. The plan replaces the 1997 plan, A Transportation Plan for Calvert County. The new Transportation Plan serves as a functional guide for future planning to be implemented through local laws and public investments over the next 20 years.

Calvert County plays an active and collaborative role in regional transportation planning through its engagement with the Tri-County Council for Southern Maryland (TCCSMD). The Council serves as a strategic forum for addressing regional issues across Calvert, Charles, and St. Mary’s Counties, with extended coordination involving Prince George’s and Anne Arundel Counties.
Calvert County representatives serve on key subcommittees such as the Regional Infrastructure Advisory Committee (RIAC) and the Bicycle and Pedestrian Infrastructure Advisory Committee (BIAC). These committees provide technical guidance, safety insights, and infrastructure recommendations that directly influence regional planning priorities and funding strategies.
Calvert County’s involvement ensures that local transportation and infrastructure needs are represented in broader regional discussions. By engaging in these collaborative opportunities, the County helps shape strategic planning efforts, advance multi-jurisdictions projects, and advocate for improvements that benefit both Calvert County residents and the Southern Maryland region.

Maryland Department of Transportation (MDOT)
Each year, the Calvert County Board of County Commissioners (BOCC) submits a transportation priority project letter to MDOT for consideration in the state’s six-year capital transportation budget, the Consolidated Transportation Program (CPT).

Counties and local jurisdictions determine their priorities, prepare local and regional priority letters, and in the spring, submit the letters to the Secretary of MDOT for budget deliberations over the summer. The following fall, MDOT publishes a draft CTP allocating funds for the next fiscal year cycle.
The Calvert – St. Mary’s Metropolitan Planning Organization is a federally mandated and funded transportation policy-making organization, which enables the state to allocate federal funds for transportation studies. The Calvert-St. Mary's Metropolitan Planning Organization carries out planning activities for the Urbanized Area in order to comply with the required MPO designation and to achieve goals for the Moving Ahead for Progress in the 21st Century (MAP-21) Act. Those goals include the following:

Special Studies
The Calvert County Board of County Commissioners endorsed the development of the Calvert County Strategic Roadway Safety Plan (SRSP), 2023 - 2025 in February 2023. The SRSP was developed by reviewing local crash and citation data and identifying emphasis areas and strategies specific to the needs of Calvert County.
The Vision and Mission of the Calvert County Strategic Roadway Safety Plan (SRSP) is to prevent fatalities and serious injuries on Calvert County Roadways. This will be achieved through a dedicated partnership of professions, brought together by the Calvert County Traffic Safety Council (CCTSC) which include experts in planning, enforcement, engineering, education, emergency services, community resources, and non-profit highway safety professionals. Together, they meet quarterly to apply a strategic safe systems approach to develop and implement traffic safety programs aimed to reducing the number of fatal and severe roadway crashes in Calvert County.
Based on 2019-2021 data, the emphasis areas and associated problem identification, targets, and strategies established are: Speeding and Aggressive Driving, Distracted Driving, Impaired Driving, Occupant Protection, and Vulnerable Road Users.
