Status of Draft Chapter Adoption

July 16, 2025

The Planning Commission determined that draft Chapter 1: Town Centers and the draft Chapter 2: Prince Frederick Town Center Master Plan are consistent with the Calvert County Comprehensive Plan. Both chapters incorporate comments received on the Dec. 2024 draft Prince Frederick Town Center Master Plan, including feedback from agencies, departments, and the public during the 90-day comment period (June 27 to Sept. 25, 2024), as well as additional comments submitted afterward.

Aug. 26, 2025

The Department of Planning & Zoning (P&Z) discussed both draft chapters at the Board of County Commissioner’s meeting.

Sept. 30, 2025

The Board held a public hearing and voted to keep the record open so P&Z staff could address comments regarding the build-out status of Symphony Woods and Calvert Towne subdivisions and revisions to language related to mitigation if adequate public facility standards for roads were not met.

Dec. 2, 2025

The Board continued the public hearing. P&Z staff confirmed that both Symphony Woods and Calvert Towne subdivisions were built out and revised the adequate public facilities language to reference the Calvert County Code. The Board voted to keep the record open for an additional 30 days and requested a timeline for the approval of incorporating Employment Center-zoned parcels in the Town Center, clarification of Employment Center and Town Center district definitions, and an analysis of development potential on Employment Center-zoned parcels.

Jan. 13, 2026

The Board held another continuance. P&Z staff stated that Town Center realignment areas were approved by the Board in 2019 and amended in 2022, with Employment Center-zoned parcels remaining within the Prince Frederick Town Center realignment area. Of the approximately 252 acres zoned Employment Center, an estimated 50-60 acres are developable. P&Z staff recommended designating these parcels as “Employment Edge,” allowing limited types of residential and commercial uses. Citing concerns about managing residential growth given development already in the pipeline, the Board voted to explore this recommendation, as well as retaining the Employment Center zoned parcels by remanding the revised draft plan to the Planning Commission for a consistency review with the Comprehensive Plan.

Feb. 18, 2026

P&Z staff will present the Board's directive to the Planning Commission and will seek to advertise a public hearing on March 18, 2026.
